He is a scientist who had worked with Osmund Saddler in the past, but wants to atone for his actions. He assists Leon throughout his mission and is also skilled at combat, which he shows in one extended battle scene where he works with Leon to fend off a mob of Ganados trying to break into a cabin. The player can actually shoot Luis during this sequence, but doing so too many times triggers a special game over sequence where Luis finally gets fed up and kills Leon. He primarily uses a Mauser C96 handgun. The game also features memos written by him that the player can collect that shed light on the work Luis has done as well as providing hints on how to defeat the enemies of the game.
