Why is she called in Pokemon with the name Blue?
I will tell you!
When in Japan Pokemon Red and Green were released, this girl was supposed to be the female choice, but due technical limitations she was left out.
The three colours Red, Blue and Green were also used for the three starter pokemon. In the concept art Red got a plant pokemon and Green a fire pokemon. It served to create a strong connection between them as both got their rivals colours. Blue got the last, a water pokemon.
In Pokemon Special the offical manga (as Satoshi regards it to be the closest thing he imagined for the world of Pokemon) she was reused and given with many others a expanded background story along with much character development as everyone ages and matures during the chapters.

@ano also weird thing is that the Red/Satoshi here is the wrong Satoshi (not from the manga but from the game or at least the gag manga with the creepy Clefable) does not compute!

It's an early design of a playable female character that they didn't implement. This is artwork done by the art designer for the game. Leaf is based on this design with a few add-ons (i.e. delicious miniskirt, loose socks, cute hat)

Newfags call Blue "Leaf" in pictures like this but it's indeed Blue and she has always been Blue.
