Umm, why not? Starters can breed too, as long as they are female, or with a Ditto.
This has been the case ever since the original Gold and Silver.

Is very hard to get Shiny Pokémon egg. Even when we breed 2 Shiny Pokémon, the chances to get Shiny Pokémon egg is 1%.

And all the "normal" bulbasaurs he hatched were put to sleep.
Breeding for IV/EV/Shiny status. Just plain wrong.
