well, Haku was able to perform hand signs with just one hand, and Naruto did it with two of himself when fighting Kabuto, so maybe, as for the flying thing I tend to think its like one of things that like Naruto did when he jumped out of the water fighting Sasuke.

This is a jutsu that is being prepared to fight Madara, they learn it from the raikage , but thats way way ahead, sorry bout the spoiler folks.

Onoki, the Sandaime Tsuchikage has the uncanny ability to fly (and can also with a touch allow others to fly for a limited time of unspecified hours). Although in my terms I'm calling it bukujutsu until they actually reveal Onoki's unique flight jutsu...

So... in a way, regardless of where this animated screen cap came from, unless the Tsuchikage pushed some of his unique chakra to allow them the ability to fly...

Although I am curious of the hand seals they're combining for that Raiton jutsu. :U
