Apparently, according to the tags, this is supposed to be Hatsune Miku cosplaying Hakurei Reimu? Doesn't appear to be related to Miku in any way; there's no hint that it's not just Reimu. Perhaps we should remove the cosplay, hatsune_miku, hakurei_reimu_(cosplay), and vocaloid tags?

If you look closely you can see that her hair is tinted blue, also seeing how Wokada is mainly a vocaloid artist and that an earlier post (#1848680) shows Miku getting ready to cosplay as Reimu, I think it's safe to indicate that this is in fact a cosplay and not Reimu herself.

If you look closely to guidelines, your guesses is your guesses. Unless it's obvious that it's cosplay or stated by author, it's not cosplay. Unless it's obvious that it's Hatsune Miku or stated by author, it's not Hatsune Miku.
