Yes, its tiffania from ZNT (aka the character made for the blond-huge tits fetish fans) and yes, she's a lamia in this.

Anon 3 is right in that Lamia's are exclusively depicted in the original one from the Greek myth they come from as being a human torso with a snake body (interestingly she is a semi- vampiric creature in that story, able to eat children but having to be content with just draining the blood of adults as presumably they're too big. which no one ever depicts considering the equal amount of love for vampires thats around)
Naga's are a whole other kettle of fish because while they are agreed to have first appeared with that name in the Indian religions of Hinduism, Buddhism and Jainism as deities and so their depiction varies fantastically from regular half snake man/ woman to a friendly giant king cobra at the center of the earth known for nursing a great human prince back to heath after he fell there from a battle as well as varying sizes of battle amoured/scaled versions of both these types and degrees in between there of. I wonder if This means that a regular Serperior can be seen by a Buddhist in the pokemon world as a descendant of that prince saving Naga and would there for be revered the same as that deity given the (semi) sentience of Pokemon?
So yeah, these creatures appear in a wide variety of myths and cultures and a whole host of names so either applies without much of a problem, the only certain thing is that they're certainly not gorgons most of the time given they're normal hair and eyes that don't turn people to stone ;)
But maybe we should come up with a modern catch-all word that nails all snake people in one and eliminates this confusion forever like Snerson = Snake Person and Snude = Snake Dude and of course Snady = Snake Lady but then again maybe not, as this would lead to the comments being filled with things like 'Will the real slim snady please stand up' and other awful puns

P.S. I had an Irish mythology book when I was a kid that depicted St. Patrick fighting a snady who swallowed him because squeezing him wasn't working and he sliced his way out of her like BAMF and this is how he drove the snakes from Ireland as this was their Queen which as a lot more epic than he just told them 'go on off with you now, thats right feck off the lot of ye' but I can never find that story anywhere now :(
