Meet the Russian anti-frogman/under-water assault rifle, "APS."
The strangely shaped magazine comes from the fact that a magazine must provide plenty of room for the ammunition it's supposed to hold, and any ammunition that's going to have any sort of accuracy and therefore functionality underwater is going to have to be long and narrow, like a projectile for one of those civillian spear guns. And so you have this. Ammunition, magazine, and firearm, all designed specifically for underwater use.
...of course, that magazine being a big fin makes it difficult to swing side to side quickly underwater, such as to transition from one target on your left to a second target on your right, unless you do it a certain way... But, hey, now you got an underwater assault rifle. An advantage over the competition, so long as we're only talking about underwater.
