She's saying "...What are you staring at?" And -yagaru tacked on to a verb means the speaker is annoyed by, has contempt for, or has disdain for the actions of another. So it might be better translated as ".. What the hell are you starin' at?"
Oddly, she says 'dea' rather than 'desu'.
