It's unstable to move Hayabusa using chemical thrusters. The autonomous navigation is unable to account for this unstability.
However, Sagami-san was able to make calculations on how how much the chemical thrusters needed to be used.
There is a time delay from when Sagami-san sends a command to when Hayabusa follows the command. Sagami needs to issue commands to Hayabusa with a 16-minute lead time.
