(Sorry for the late answer, lol)

The referee during the FIFA final was a guy from Great Britain. I think it is supposed to be ironic that he is laughing because many said that the actual referee was biased and rooting for Spain to win. (and he could not refrain from giving yellow/red cards to the Dutch players)

Ironic that a country once ruled by Holland would turn out as such kak soccer players. 2010 was a joke, the South African government wouldn't shut up about it for years, and wasted a kak load of money on it. The world laughs at how badly we sucked. We where the first ever Host Nation to not make it through to the second rounds. At least we got an epic long holiday ^.^
