Her name IS Konoe. It's a recent reveal from the Blazblue Phase 0 novel, where it also stated that her usual name is Nine is because she was the ninth member in a magic guild's Ten Sages. This same resource revealed the real name of 'Sister', her sister who had been looking after Ragna and them at the church, is Caelica A. Mercury.

It's very likely the guys at danbooru are going to change her tag to Konoe, but I'll leave it as is for now because she's better known as Nine for the moment and there's no guarantee they'll change it.

When I first saw a silhouette of 9 (Konoe), I had expected her if she was going to look like a rocker witch (similar to I-no but more covered up).
