I hate to jump into a fight with so little merit, especially as someone who is more of a lurker to Gelbooru, but it seems to keep going out of control on both sides of the fight every so often, so:
1. Even if nobody on the moderation/administration side is open to the idea of a rule change, it would probably make the rejection much simpler if you at least would acknowledge understanding of why members are upset. Yes, it would be difficult or impossible to discern objectively an image's belonging on Gelbooru without the Japanese-only artists rule. However, that doesn't mean there is simply no merit to the argument. I'm pretty sure that was acknowledged at least once ITT, but for good measure, it should be made clear.
2. On the flip-side, fellow members should also admit that it's not a black-and-white issue, and that the main issue here is as previously stated; it's a Japanese-themed site. If you wanted to allow non-Japanese artists, you'd have to determine what qualifies as Japanese-themed another way, and that may be a waste of resources. Furthermore, it's hard to justify allowing non-Japanese artists when there are actually very few real exceptions worth making. For the most part, even good western cartoon artists aren't doing Japanese-themed art, or at least not convincingly.
3. Even if the rule is enforced lightly, sometimes I wonder if it's not a little petty to delete simply over the issue of race. I hate to echo the same thing said at least a million times in the past, but it's almost painful: Is it really necessary to delete an artist's work entirely simply because s/he was pointed out to not be Japanese? Surely it'd be better if you only enforced the rule when morons started to argue stupid things like "Avatar is anime!" or posted horrible deviantART pictures. I mean, after all, people are already going to be bitching violently about x image not being deleted when y have the same violation. That can't be helped.
I'm probably rambling unnecessarily here out of sheer fascination of the issue, since it is definitely an interesting case, at least to me. However, I have no stakes in either side of the issue, and I'm just pointing out some observations I made when reading the points discussed.
