I've noticed that some uploaders upload a number of images at once with one tag on each, and then go back and add a bunch of tags to them right after they finish. I personally don't have any problems with this, since they're still getting their images tagged in the end, even if it takes a minute or two after the image gets uploaded before they get put on.
However, if they aren't doing this, and they're new, the best thing we can do is send them a message explaining our tagging policy. Anyone who's worked in retail can tell you that no one ever actually reads signage, so it's likely that they just didn't bother to read any of the important stuff on the upload page that you're supposed to read, even though it threatens them with being banned from the site.
If they don't comply after that, report them here or directly to a moderator.
Just keep in mind that a lot of the time when people break the rules, they legitimately don't know that the rules are even there. It's a lot easier to avoid getting worked up over things if you keep this mindset. Generally I let things slide until the point where they start being rude about things, like complaining about their tags getting reset back to our standard ones (like that dragon incident), or screaming obscenities about how the rules aren't designed to treat them like a customer instead of a volunteer.
