It is in the base game. You can't reach it until you reach postgame, though.

I purposely did EVERYTHING in that game. I still have a few Menace Dungeons to go, as well as a few more carp to catch in Saxham Reservoir.

If you follow the sidequests and do all the hunts, they lead you to most of the important areas.
Some places, such as that ruin at the Vesperpool and Costlemark Tower (southeast of Chocobo Ranch), only open at Night.
I suggest going all the way through the ruins at the Vesperpool, possibly picking up the hunt to kill the boss before you go, and walking back to the entrance, instead of warping. Something interesting happens on the return trip.
Visit the military base at the north end of the starting desert area.
Open the map, and look for quest icons. Try opening the filter and turning everything else off. It makes finning quests easier.
Visit the Chocobo Carnival before it ends tomorrow (later today?), through the Special submenu in the main menu. There are some exclusive items there.

For a couple of weeks I've been getting CE-41489-6 and I can't go on the net. I don't know what to do with it. I'll probably miss the event... Fuck this.
