Japan is somewhat similar to the HRE in a different way.
The Emperor in Japan during its Feudal era was just a religious figurehead. He didn't have much political power, but could make religious decisions. (Like allowing Xavier to spread Christianity to Japan.)
However, the Emperor DOES play a major role by appointing the Shogun. (In the HRE, the Pope crowns the Emperor... despite the fact that Rome was not part of the Imperial States... which I always thought was weird)
Instead, the "boorus" are Japanese clans. Like smaller states of the HRE, they are only peaceful to eachother for as long as the "Shogun" is protecting them. Instead of electing the Shogun, the Shogun is hereditary. Just like any other clan.
Then suddenly a weak Shogun comes along. And ignores the fact that angry Mongols are rampaging in his country.

The Shogun loses his grip, while every other booru is fighting to make their own clans the "shogunate" and take control of all the Boorus.
Eventually the wars are pacified by the creation of a new strong Shogun.
But then the mid 19th century comes along. And here comes Matthew C. Perry

Conflicted with how to proceed with foreign policy, the Shogun agrees to whore himself to the USA.
Danbooru The Booru clans don't like it, and begin to overthrow him once again.
Except now, the power they are fighting for is not another shogun. But the Emperor. The Meiji Restoration begins. (The Meiji era is also where our much famous CENSORSHIP laws come from)
Despite fighting against the shogun to avoid dealing with the white man... the Boorus whored themselves to Europe anyway...
The New Japanese Army was now a clone of France and Prussia (The greatest armies of the time)
Oh yeah, I mentioned Prussia in the Holy Roman Empire section on page 20 as well while Japan's navy became a clone of England's navy. (The greatest navy of the time... and still is somewhat).
That explains how Japan kicked so much ass for so long. (And why I sometimes blame Perry for accidentally starting WW2.)
Well the Fuedal system started to die. All of the Boorus soon became united to a single large Booru. As Japan began to become a Constitutional Monarchy instead, one Booru... the Satsuma Gelbooru clan, made one final stand during the Satsuma Rebellion.
It was more of a means of letting the Fuedal system's last samurai warriors go out with a bang. Gelbooru never had a chance of beating the Imperialists by that time.
No... Tom Cruise is not or never will be the last Gelbooru samurai.
