If the picture is different even in the slightiest, unfourtunataly, it will not.

Maybe it has that slight difference.

Yeah, if there's even 1 byte different in the file, it will receive a different MD5/whatever hash. A solution lozertuser suggested was to make all similar images children of a parent (I just forget how to do this). The parent will be the only one to show in the search, but the children can still be accessed from the parent image. Perhaps a page explaining this would be helpful.

Well, that needs more moderation, of course. It's hard two find two similar pictures, when they're a few pages away.

Maybe a function where there are pictures shown which have a similar file size? Increases the odds to find two similar pics. If they have the same px. size, and the same JPEG compression rate... By the way, there is also software that compares pictures, makes a low quality sample of them, and compares them like that. If theres like more than 50% of pixels the same or so.

But I think that would be like costing over 1000 dollars...

If said software would combine them as one "pack" of pictures?

Like, if that pack contains more than one of the EXACTLY same pictures, mods or even people could delete them! Doubled pictures would be eliminated, and CGs that only got a single change in them would be combined!

Heh, well, would be nice if such software could be obtained...

Really?

Well, last time I uploaded something which already existed it just said it didn't exist, without any link. But then again, it's been ages since I uploaded anything (I am way too lazy >.<), so it might have been implemented.
