Explanation of the question
Some artists on Pixiv have multiple pages of a picture, like p0 being someone clothed, to p1 being someone in undergarments then p2 with someone naked for example. some pictures could easily be changed by copying then pasting half or part of the p2 picture on the p1 picture. Game cg's / hentai games could get that treatment as well.

Getting to the point
what to do with those type of edits here?

Nothing. They aren't duplicates, and we generally allow game CGs.

Remember: the ONLY differences that can exist on an image for it to still be a duplicate are size (including if the aspect ratio gets stretched), image quality, mirroring the image, and any cropping done by anyone other than the original artist (which means that crops performed by the original artist are not duplicates).

You COULD add them to a pool if you wanted, but no one uses pools, so it would be a moot point.

If you mean importers for members to use, it sounds like the "perfect" thing for a troll to use.

We actually already have one, but it's been disabled due to security issues. Namely, as elemental_guy said, trolls.
