It honestly depends on the image, but the most common solution (As far as Danbooru is concerned) seems to be just forgoing the gender tags all together, which is probably the best solution, considering the whole thing.

I am following a scheme in which I check if there is an image set of some image that has a subject to be decided as either newhalf or futanari, then check for an angle that confirms the situation. if it has both male and female genitals then futanari, if only male then newhalf.
is this correct or it should be decided per image? then I assume the default will be futanari, since it is more common than newhalf. also about orphaned artworks which are not part of some image set. defaults to futanari or newhalf if both cannot be confirmed?
