I was trying to make an account for thedoujin.com but every time I try to sign up I get this error and I'm not sure what I can do about it. "Ip is too long (maximum is 20 characters)."
I wasn't aware IP addresses could be longer than 20 characters, nor was I aware they could be non numeric values (also it isn't a visible field where you can inter information, I wasn't even aware sites could give an error like this). This wasn't an issue when I signed up for gelbooru. I'm just curious if there's anything I can do.
I guess alternatively could anyone tell me if an account is required to keep a blacklist?

The tag blacklist is cookie based, you do not need an account for that. As for the IP issue, that's very odd. I'm not sure what the reason could be at all. You'll have to email support at gelbooru.com and we can work it out together there.
