It's up to the mod team's discretion on a case-by-case basis as per the ToS. There are no official guidelines - upload artwork by non-Japanese artiste at your own risk.

Subjective interpretation of a vague statute, lol. "At your own risk" says it all.
It's not that I'm hellbent on attacking you guys, because of being dissatisfied. But if you try to defend something, I'll definitely try knocking on it, to see how strong the defense is. This is purely to hold up a conversation.
