When you're viewing posts, there is a link labeled "Add" at the bottom of the page right above the advertisements. You take it from there.

If you are not logged in you can not currently upload. Anonymous was not paying any attention to the rules on the upload page, so their ability to post was removed.

At this time, no you can not. You can TRY adding a ticket to have a feature that allows this, but don't expect anything soon.
