Danbooru still blocks duplicates. But nowadays, people are constantly saving the same image in different formats. If a post on Danbooru has 99% similarity or less, it can be uploaded.

Danbooru only blocks them if the image has 100% similarity, which can only be done if the image is the same size, type, resolution, etc.

To the right a couple characters from the Vampire Princess Miyu cast (3rd row right side) are Doc Ito (blonde haired guy) and Gally from Battle Angel, then Rally Vincent and Bean Bandit from Riding Bean (1996 predates the Gunsmith Cats anime, so no Minnie May ;.;)

Underneath the girls from Golden Boy are Bubblegum Crisis:
From the left, Priss (stage outfit), Sylia, Linna, Nene, ??, Leon, ??, Priss again.

Presea from MKR is to the right of Mokona.

Above the Appleseed characters on the Far right are Leona and ?? riding the tank Bonaparte from Tank Police, and to their are the Puma Twins, Annapuma and Unipuma.

Between Makoto and Shayla from El-Hazard are Makoto (dressed as Fatora), real Fatora, and Alielle. Various El Hazard monsters to the left and right. Amid them are Galus (to the right of Harpo), and the Bugrom Queen Diva (pink hair, 10 left from Ifurita).

Ten right from previously mentioned Bubblegum Crisis are Linna, Nene, Priss, and Sylia again. Repeats, or is this Crisis and Crash?

To the right of Pai from 3x3 Eyes is Yakumo (holding onto the monster's tail) from 3x3 Eyes.

Left from Belldandy is Keiichi from AMG, to Skuld's right are Tamiya, Otaki, and Banpei-kun.

The reason you don't see characters from Love Hina, Yugioh, and Pokemon is because this picture was drawn before those shows aired. I remember seeing this picture back around the mid '90s. I think it was drawn for an A-kon that happened around that time.
