Shirou, apparently, because the part of the Command Spell that is supposed to be used first is the one closest to his fingers, and, seeing as it's still intact, he hasn't used his Command Spell even once yet.

Of course, did he really need to? He has one of the more absurdly awesome harems of all time, with genderbended King Arthur, his school idol, her sister, his homeroom teacher who can one-hit tanks with a shinai and eat masses of evil energy, his half-German loli step sister, her maids, a crazy nun with mystic powers, his tomboy club captain, and fucking Medusa, which is of course possibly second only to one Tohno Shiki, with his consisting of a centuries-old vampire princess, his little sister, his superpowered twincest maids, a blue-haired killing machine, twin loli succubi, an alchemist who's into rope play, the ever-awesome vampire stalker Sacchin, and his personal nurse.
