It isn't really clear if they are or are not blood related at the end of OVA 2 she say "you know we aren't blood related so we can get married" but later says she was "just kidding". Maybe the manga was clearer.

This is from Motto To Love-Ru episode 11 , there is a great Mikan ass shot at the beginning too.
