Okay, lightsabers wouldn't short out in water. If it can go through liquefied metal, blood, dust and whatever fluids it creates when going through once-solid objects, water won't be a problem. It would just evaporated on contact... all though completely submerged in water might be a different story (and would be an interesting sight to see), but as for this picture (occasional rainwater) I think not.

There are many types of crystals that you can use for your lightsaber that amplify's it in some way. Figure out why the Jeri use blue green most.

I've read basically every expanded universe book there is. Essenstially what happens is a Lightsaber's hilt is built to be airtight. Meaning the only way water could short out a saber is if it gets in through the hole. This cannot happen if the lightsaber is ignited. However, let the saber get soaked, and then try to ignite it, the whole thing will short out.
Thats what Happened to Obi-Wan in episode 1, his lightsaber was submerged, hence why he couldn't light it.
And really Daijin? your counting a Cartoon as an example?
