Looks like the dude was stalking Gold without him knowing so Silver came and ended the stalking?
Anyways once translation is up it should make more sense to me.

Okay I'll help out. Right after Goldenrod city their is a juggler that you can trade numbers with. He randomly calls you saying he heard you defeated so and so gym leader and your pokemon evolved. Basically he knows a little to much so maybe he stalks. Hence the picture.
