I'm not 100% on the translation, what with it being an incomplete sentence made entirely from hiragana and all.
か indicates doubt over a choice, or something along those lines.
あ can refer to a thing that is either not present or not seen or just something understood without naming it (in other words, the pronoun "that"), can be an expression of surprise, can be slang for period (while possible, I find this one highly unlikely), or even be slang for genitals.
In this case, it is also entirely possible that the artist meant us to see every meaning at once, heh.
