Wait, so is she above, or under, water? The bubbles make me think she's underwater, but her boobs and face have drips on them, which would only be visible above water. Are the bubbles just drips of water, then?

It's probably not underwater. Those bubble-like things occur in other pics in this set where this character is mostly-clothed (and definitely not underwater). I have no clue what they're supposed to be, though.
