Ah, no. That's not Nagato Yuki, he's Tissue Hime, a famous bassist on Nico Nico Douga. This artist usually draws him with headphones and sometimes with a tissue box.

That's definitely Yuki, bud. Right hair color and style, eye color, uniform... Although the smile is a bit odd. If it's meant to be someone else, the artist does a poor job of showing it.

Tissue-Himi is actually a guy who dresses up in a Yuki outfit. But I'm not sure about this being Tissue.
