Who ever drew this probably raged on sephiroth, played rockman, beat the SHIT while imagining the whole time that it was sephiroth then owned sigma in a epic way, instant inspiration.

Seph was a suicidal idiot. Any character with half a brain could beat him even, Megaman. Use Centaurman's Displacer weapon on Meteor (or use Skullman's Shield), and then use another weapon to kill him.

Someone tagged the wrong Saber on this image. The Saber tag is for the Fate series character, which this clearly is not.

I'd fix it myself, but I know essentially nothing about rockman, and don't like screwing with things I don't know.
