Though the rule is important to protect people but the important thing is not the law but the concept behind it.
Considering modern medicine and technology allows people to live longer, and suffer from physical illnesses and defects more, many societies can take time to allow young people's brains to more or less fully develop and stabilize. Unlike anime or manga people aren't as mentally matue, relatively speaking, at the age of 14~16. And would make incredibly stupid mistakes at that age compared to 5~10 years later.

Finally does liking smaller and more petite girls also make you a pedo? Just because they do not have certain physical traits expected from a mature woman?
In this case, does the girl look young? Yeah, duh. Does she look underage? To me it's a borderline. She looks like she's below 20, but also over 14. FFS, look at her breasts.
Keep in mind I am not defending pedophilia, i.e. forcing or fooling immature children or people into having sexual intercourse or providing any other kind of sexual stimulation or child pornography or whatever else. I believe that a person can be seriously traumatized and scarred for life if such a relationship begins too early in their life, before they acquire mental capabilities to process some things and understand them... But it would be nice if some people asked themselves once in a while this question: WHAT IS pedophilia and WHY is it supposed to be forbidden? WHAT IS a something-something problem and WHY do they want to forbid it?
