Not an anime. The artist's pet project detailing a tropical island that enjoys special status. The girl pictured here is one who is shilling the native values to inspectors/guests from the mainland. This can be seen in some of his other works in the same series where she (and others similarly selected) are transitioning out of 'sensible' garb and into traditional dress and body paint.
