Androgyny isn't determined by the visibility of the genitalia. It's determined by how thoroughly blended a person's masculine and feminine traits are. Yes, he's male because he has a penis and no other visible genitals, but he is androgynous because he can be looked at ( not necessarily in the crotch area :T ) and either be identified as male or female. According to basic standards of masculine and feminine physique, anyways. Also, his pose, clothing, and the fact that he's wearing makeup probably play a part in making him seem less masculine though I think that is up to each viewer's personal opinion.
