Green is the female character playable in LeafGreen and FireRed as well as appearing in the manga. Blue is Gary. He's been 'Blue' since the manga.

Do people seriously not know about the localization changes done to Pokemon? You kids have Google and Wikipedia now for Christ's sake. Green is the Japanese name and Blue is the English name because the US set of Gen I games were Red and Blue instead of Red and Green like in Japan.
