Tags are meant to point out facts about the picture, not opinions. Unless there is unrefutable evidence that the girl on top has a dick (ie: you can see it), then this picture doesn't deserve the futa tag. Even if you know the character has a dick, unless you can see evidence of it, it's not a futa picture. An expression of exstacy on the girl below does not prove that the girl on top has a dick.

The Tags are meant to help people find the picture when they look for it. And from what I can tell, People who like Futa, would like to see this picture.
Therefore, there is no reason to make the argument: "This picture would interest people who like Futa, therefore we should remove the futa tag so that they can't see it, Even if its implied!

Wrong. We have a very strict tag what you see policy. If you can't see it in the image, and it isn't officially stated, then the tag does not apply.
This image appears to have been removed from Pixiv, and it also isn't tagged as futanari on Danbooru, so there's no way to find out whether it was officially stated to be futanari. Because of this, we can only go by what we can see. We can't see any penises, so we are forced to assume that there are none. Other boorus besides Danbooru are irrelevant to Gelbooru's tagging.
Our tags are very strict. Even if similar, but slightly different content would possibly interest a user searching for a tag, it cannot be tagged with that tag unless it meets the tag's full criteria. For example, you cannot tag an image of a male masturbating as yaoi, even though many users searching for yaoi would also be interested in images of a male masturbating, because a male masturbating is not the same as two or males and zero females romantically or sexually interacting. Similarly, you cannot tag an image of a newhalf as futanari even though many users who search for one are also interested in the other, because they are by definition completely different and incompatible things.
Finally, we generally cannot tag based on things being "implied" in an image. There are a couple of exceptions, but these are very clearly defined.
