Actually, people only assume that Sona is Ionian because of how she looks. Her bio actually never says where she was born or where she lived till she was adopted into Demacian. So, Sona may not be Ionian. But, by adoption, she is Demacian. Its the same way with citizens of any country. So, you'd actually say that Sona is a Ionian Demacian. Not an Ionian (if you go with that route).

As for Poppy, she is an Ambassador to Demacia. Thus she is not an actual Demacian, but since Noxus killed her father, she would consider Demacians close friends and allies.

Thus both fit in this picture. But...Galio MIA? Now thats just wrong!
