Well berufegoru, Steampunk was influenced by, and often adopts the style of, the 19th century scientific romances of Jules Verne, H.G. Wells, and Mary Shelley. Of which, two are English and one is French (hint, Jules is the Frenchy). And most of the 20th century people that created early fiction that would be considered steampunk, were people that spoke English. The term itself was coined by Kevin Wayne Jeter (K.W. Jeter), an American author, back in 1979. He used the term for he was trying to find a general term for his work along with works of Tim Powers, James Baylock, etc (just to name a few). And thus he is considered a "honorary grandfather" of steampunk.

So, looking back at history, steampunk was basically created by English speaking (and writing) authors. Hope this helps answer your question!
