The artist probably wanted to express that you can't hide from it. It must be using other superior "senses" to locate it's target.

The word "слепота" doesn't translate as "blindness", it's a derogatory term to refer to a person with bad eyesight. "Слепота" is mocking the inferior visual input. That thing wasn't even given eyes. Now you're supposed to ask yourself why. And the answer is, because it was given something better, of course. It doesn't have to rely on seeing and is probably going to detect you behind any wall/rock/whatever.
