I can't really tell with the uniforms (they look vaguely WWII Colonial British or Imperial Japanese?) but the author might be trying to draw something related to "Comfort Women" "employed" by the Japanese army (ironically, to deter rapes to the local population. It didn't work.)

Guys, the artist may have just seen some references to military uniforms s/he liked, and copied them into the work. Doesn't mean they're making a political statement about any one country or military.
