The Solomon Islands, east of Papua New Guinea, just north of Australia, have dark-skinned blondes. It's a different ancestry than what English speakers would call "black." Presumably the Japanese see as many of them as they see descendents of Africans and simply consider black and blonde a normal possibility.

The Melanesians of the Solomon Islands are like that naturally. In Japanese art though this style may be related to Ganguro, the fashion of bleaching one's hair and getting a dark tan. Many foreigners and aliens are done this way too. From the blue eyes I'm guessing she's at least part-foreigner.
