Sabrina used to be an extremely powerful Team Rocket Administrator. I think in terms of power, she was second only to Giovanni. She led a trio with Koga, and Sarge I think it was.

yes It looks like her team rocket uniform. Also it kinda looks like a jedi outfit crossed with and old school uniform from star trek.

It's actually the costume she wears in the Pokemon Zensho manga where she has no affiliation with Team Rocket.

Pokemon Adventures in my opinion is not the true Pokemon Canon. Personally I don't care for an evil Tsundre Sabrina. I don't know it just bothers me. I personally prefer the games canon anyway, and I know there will be people that say Adventures and the games are connected. Answer: No they are not canon to each other. Sabrina is actually a really nice person in the games and had absolutely no affiliation to Team Rocket.

Who says the games and the adventure manga are connected? Whether they like it or not the anime is more connected to the games then any of the dozen or so different manga.
