I'm not sure I'd call it stealing. Uploading images to Gelbooru is supposed to imply that you don't own them, but rather found them while browsing the web and thought they were good enough to upload to Gelbooru, so it's not like they were trying to take credit for the image.

Still, you are correct about adding artist tags and source links. They're required whenever available, for both the artist's sake and the sake of Gelbooru's users who may wish to look at the artist's site its self in case it may have more images than we do.
