Its Japanese art, by a guy called oobari masami. He has a pretty signature style.

Little known fact: Ohbari got his big break in the scene by directing the art of the Transformers episode, entitled: "Call of the Primitives," which was in Season 3. So, what you're looking at is the medium that helped launch his career.
