actually anon 2, fire only burns in the direction its directed, a blow torch is a fine example as if you put a piece of metal above the flame when its position horizontally it won't be as hot as when you position the flame vertically and put the piece of metal above it. but in this situation i have to agree with anon 1 and ask why the roof hasn't burned down as is you put something flammable close to fire making small amount of contact and set it there for a while, it will eventually burn

My guess is because they're Ho-Oh's Sacred Flames. They only burn what it wants them to.
