She's blind-ish. Presumably someone told her to point her eyes at whoever's speaking and she picked up the habit.

Young Toph's eyes can be neutral or not, we can't really tell the difference because of our angle of view. The same can't be told about older Toph though.

The way Toph's behaviour and mimics were designed, following her blindness, made her my fav character in the series, mangas, and Korra's flashback as well. So i completly agree with you, Rebekka, seeing older Toph looking at the viewer kind of pisses me off. :/

In the show, you'll notice she *never* looks at who's talking. She keeps looking straight ahead even when she answers you.
