Ganguro was a "fashion" or "fad" started by Japanese girls in direct opposition to the prevailing attitude in Japan that tans are for Yakuza girlfriends only (& foreigners).

Anon1 is correct. This is a well tanned girl from the US or Europe. Not ganguro.
