Two things I'd like to point out about this image.
1. The "alternate breast size" tag actually really doesn't belong- In official Touhou works, Flandre is portrayed as a child, whereas here she's quite clearly portrayed AT LEAST as a teenager. Which means, yes, by going from child to teen/adult, an increase in bust size is completely natural and therefore it isn't really an "alternate breast size" as the tags suggest.
2. You might not notice it, but I sure as hell do- Her left nipple (meaning right for us) is partially showing.
Just so people know. Now, I'll be removing that tag and upgrading this to "Questionable" if you don't mind.
