This is from a one-shot OVA called "Megami Tantei Vinus File". Its two-episode sequel, "Shin Ban Megami Tantei Vinus File", was released in English as "The Venus Files".

Because this scene isn't from "The Venus Files" (Shin Ban Megami Tantei Vinus File), it's from its prequel, "Megami Tantei Vinus File", which was only available in Japan.

Yeah, it's not really an easy find too considering it's age. I remember watching it a couple of years ago. It's an interesting story but the sequel is slightly better.
