Blame the writers. They wanna show more of the cutesy side of Pokemon for the anime, rather than the more cooler side of it like the games or the manga. Ash's Sinnoh team was probably his best imo because a lot of them managed to fully evolve instead of evolving 1 starter to it's 2nd stage only or something like that.
