So according to the info on this jpg, this was created on January 2004. Now that's interesting because this would mean it was created not only before Dark Resurrection but also before Tekken 5 was released to the public as well.

The character in this image might actually be a prototype Lili that a Namco dev might have seen while they were working with Junny, who created this Illustration and the prologue illustrations for Tekken 5.
